I use it without cotton pad, just apply on hands and pat on face.

I've heard about The 7 Skin Method - a multi-application toner technique.
It's the act of applying a toner or a lightweight, watery essence to your face up to seven times—hence, the name "seven"—right after you cleanse and before you moisturize
By layering your toner multiple times, your skin gets to absorb more of the hydrating ingredients, ultimately giving you hydrated and healthy skin.
But I only use it sometimes for 3 times and I feel difference.
